Since you mention slimserver.conf, I'll assume this is Linux.  And yes,
the file /etc/slimserver.conf should be owned by slimserver:slimserver
not root:root.  The latter will prevent the slimserver from writing
changes to the file.

By the way, one common way to accidentally change the permissions to
root:root is to run scanner.pl as root.
