You can enable logging/tracing in the Java control panel applet. Go to Start->Settings->Control Panel. Open up the Java control panel applet and look on the advanced tab. Expanded the debugging item and you'll see the options I'm talking about.
This will cause a log file to be written to C:\Documents and Settings\<Your login>\Application Data\Sun\Java\Deployment\log ...which should give you some info on what's going on.
