I'd personally say no. IE6/FF can be expected on any reasonable OS.

I've tried to catch the disabled JS case, providing a link to the classic skin. 
But way outdated browsers which do basically support JS are harder to handle. 
I'm against forcing a skin based on some guessing of the client's browser, as 
this often leads to disappointment for eg. Opera or Konqueror users, whose 
browser's aren't handled correctly. Thus I'll try to get a browser 
recommendation on the box, but it's up to the user to select an alternative 
skin.

Don't worry, it isn't loading anything, but just displaying an animated gif 
file. Out of interest: I assume you get a yellowish error indicator in the 
bottom left corner of your IE. What does it say when you double click it?
