you'll need to run the command line, as it seems there is a problem loading the plugin on startup.
slim.exe --debug plugins the url is correct, and works just fine here with XP and on my earlier test on a linux system. Another thing you can try is find and erase the plugin-data.yaml file, then restart SC.
