Ok, I see why you may not have noticed the folders missing. I wanted a fresh install of 7.0 and I completely deleted Slim before I installed 7.0.
7.0 simply doesn't install the folders on its own. If a person upgraded from 6.X to 7.0, you wouldn't realize these folders were missing because the earlier version of Slim had already previously installed them.
