The noCPAN.tgz file comes without the additional binary CPAN modules needed to 
run SC. If you've got a working SC based on the .tgz archive, you're fine only 
downloading  the -noCPAN.tgz, as you usually don't need to install them again.

But if you're in doubt, I'm not sure either of these files are the right choice 
for you. You should prefer running a platform specific installer like apt-get, 
rpm or the Windows or Mac choices.
