Did you try to shut down the router, factory reset the SBC and reboot
the SBC ? Did this offer you the option of configuring a static ip ?
If not this probably means that the menu for configuring a static ip
is only shown after the router has been discovered. 

Here's an idea which may of may not work in this scenario. The idea is
to let the SBC discover the router but shut down the router before the
SBC manages to obtain an ip via the router's dhcp-server, thus fooling
it to think that there is no dhcp server on the network and
consequently give you the option of configuring a static ip.

So you could try this. Figure out which address range the dhcp server
on your router allocates from. Most likely something like 192.168.*.*
or 10.0.*.*. Factory reset the SBC and reboot. Now you should let the
SBC discover your router, but shut down the router before it gets an
ip. You'll probably have to guess when this is. Or do it while the SBC
show the "Obtaining ip" popup. Just try a few times with different
shutdown times. Now hopefully you should hit the right time, and the
SBC should tell you that it could not obtain an ip and give you the
option of configuring a static ip. Give it an ip in the range NOT used
by the dhcp-server as per above. Turn your router back on and either
continue booting the SBC, or reboot it.

OK, its a bit of a long story, but it should work if the
implementation is fairly standard.
