Everything is possible. But we've been there before, and we changed our minds 
:-/. Up to 6.5 we went so far as to not even define any HTML at all, but 
defining all behaviour in some giant hash. But it was so inflexible we gave up 
in 7.0. Your proposition sounds reasonable, but it would still fail on a few of 
the pages where we're using a slightly different layout.

While I do understand the desire to have all functionality in every skin, I 
wonder whether this is really necessary. How often do you go enable/disable 
plugins, change display formats etc.? Maybe you're better off creating your own 
two or three settings pages which really are useful, like you did for the alarm?

That said feel free to submit that enhancement request. If you could come up 
with at least a sample patch for one or two pages, this might help convince us 
:-).
