Why bother displaying plugins that can't be disabled on the Plugins page
of server settings?  If they can't be disabled, then for all practical
purposes they cease being plugins.  Some of them have settings, but
those settings can be reached through the Advanced settings page.  CLI
has only a port settings.  It would seem logical to me to relocate that
setting to the Advanced > Network settings.
