IIRC This was the conclusion Microsoft reached when doing ergonomic testing of Office which resulted in the short menus and long menus were only shown after a delay. Rarely used options were hidden. The other conclusion for novice users was the need for "bubble help" so that users got quick help/reminder on a menu option.
