You say it doesn't install the service, but you can still access it? Looking at
the task manager, do you see SC running?

This seems to be a limitation/security setting in IE installed on the WHS. If
you open the web using its real IP address or host name ("hpserver" by default
for an MSS) then it's rendering ok.
