The problem appears with change 25340, the removing of CGI::Cookie and
adding the "lib/CGI" path, and using ActivePerl via commandline.
By removing ActivePerl's lib\CGI.pm, things start working again,
mostly. There are other problems though, as there appear to be other
conflicts with ActivePerl's "lib" directory and perl modules included
with ActivePerl. Eg:
