I had this happen to me as well. It just would not restart. I found that removing the current 7.4 version, restarting and installing the latest nightly (Tuesday's) was an adequate fix. I didn't think much of it after that. Honestly, I didn't think about the connection to the power pack update until you mentioned it here. In hindsight, the problem with restarting occurred at just that time.
