Running the 7.4 perl source from SVN, my server.log file shows every
entry preceded by a timestamp that includes the date:

But I just installed the EXE using last night's build of the Windows
intaller, and not all of the log entries contain a timetamp, none of
them contain the date, and the one that do appear are stuck in the
middle of the log entry line:
