Could be a bug with respect to Firefox, but face it, this interface
just isn't designed to be navigated by keyboard.  I don't think anyone
has any illusions about that.

Nor should it.  The highlight simply follows mouseovers.  No mouse
pointer, no highlight.

Only if the mouse pointer is hovering over the body of the frame.  When
the page beneath scrolls, the highlight moves to wherever the mouse
pointer is.  If you move the pointer over the scroll bar and use the
wheel then you'll see that the frame scrolls but the highlight doesn't
move.

FWIW, I don't see any difference between IE 8 and Firefox 3.5 in this
behavior.

For the same reason mentioned above.  Because the mouse pointer isn't
hovering over the page content.
