If it was my job to keep tabs on open bugs for a product, email is pretty much the last way I would want to be notified of changes like this. I would run a report on demand with all changes/comments since the last time I ran it. Surely the person or group of people who monitor this have their own less obnoxious ways to get relevant updates.
