Yes, that's it.  I imagine it makes the interface simpler to program by
always having square images to work with.  At the expense of having to
create these partially transparent images at scan time.  The guidelines
Andy gave were for achieving the maximum scanning performance.  If you
don't follow them then it will still work just fine, but at the expense
of a little bit more time to perform a library scan.
