Don't even bother with the Windows Control Panel thing. It's always a little buggy and doesn't do anything you can't do with less trouble in other ways. If you want to open the web interface (and do so at the correct port) just create a bookmark in your browser.
Auto-scanning in 7.6 doesn't work yet under Windows. Make sure you disable it under Settings > Advanced > Automatically detect changes, or it will cause problems. MySQL also doesn't work under Windows. MySQL isn't officially supported in 7.6, so who knows if or when this will be fixed.
