Where do you see that indicated? I -have- noticed that in the web interface, if you're on the Basic Settings page and run a 'Clear everything' scan, the dropdown list will be grayed out while the scan runs, but it will always display the 'Look for new & changed music' selection in the drop down box. I believe it used to display the correct type of scan being run, so this just a minor webUI bug in 7.6. I think I reported it, but it was never fixed. It should still run the type of scan that you chose when you pressed the 'Rescan' button. You should easily be able to tell the type of scan, though. Just by the time it takes to run, if nothing else.
