Well, after noticing what appeared to be some fixes being checked in 7.6
related to non-ASCII characters in file and directory names I thought
that "maybe"... just "maybe" the issue with foreign characters was
fixed. But no cigar. Why is it taking so long to fix such a fundamental
feature. Removing these characters from the paths and file names in my
library is not a fix and not an option for me.

Btw, I'm not 100% sure that the issue is not with SBS and so I have a
couple questions.

Most everything works fine in the SBS Web UI as it relates to
displaying information about tracks and albums with foreign characters.
But... when creating a MusicIP mix using the "M", no tracks that have
foreign characters are added to the mixes... One can use a track with a
foreign character in it as a seed and the mix will be created, but the
seed track won't be included in the mix. The developer of SugarCube
appears to have found a workaround with release 2.98. SugarCube 2.98
can now add tracks with foreign characters to the mixes and one can
start a mix with a seed track that has foreign characters in it. Why
can the Web UI use the same method that SugarCube 2.98 uses to create
the correct MusicIP mixes? You can see this in the right panel of the
Web UI below that SugarCube fetched the next track using a track with a
foreign character as seed.

Besides MusicIP I think this same issue is also affecting Moose when I
use it with 7.6. Moose worked fine with foreign characters with earlier
releases of SBS. See the images of the Web UI and Moose while playing
the same track using 7.6. Is the issue with Moose unrelated to what's
affecting the MusicIP mixes? I believe that since SBS is a good suspect
as it is a common key component with both of these issues. 

If there is anyone out there that, without getting too code-technical,
explain to me why some earlier version of SBS did not have this issue.
