Not quite. But the effect will likely be the same.

But the issue is that it will likely not be "fixed" for all stations.
Because the server has to guess the encoding, it will still be possible
to guess wrong. Just, after some discussion, we agreed that it is not
necessary to impose an 8859-1 preference on the guessing algorithm,
which will allow it to choose UTF-8 is that looks appropriate.

The downside will be that there are sequences of 8859-1-encoded
characters that look like valid UTF-8, and in that case it may be that
the encoding is mis-recognized. We cannot get it right all the time.
Let's hope this change will be correct more of the time.
