Not by design: the "Encore" wallpaper bleeding through in that section. That's supposed to be the "Nocturne" wallpaper for that border treatment, but at least in your case it's not showing up. IMO, even using Nocturne was a mistake there. What I'm going to do is make the background solid black on the border instead of Nocturne. I couldn't reproduce the Encore bleed-through issue, but I'm hopeful that changing from Nocturne to solid black will solve the problem you see. My guess is that the reason Nocturne didn't load there was a file not found issue, which won't happen with solid black, as it's not a file.
