The technical thing you need to know is that you cant just remove 1/2
of the samples this could give you horrible artefacts often called
aliasing or "mirror frequencies" or folding .

other methods are needed and SOX provides this .

what it does is to "filter away" frequencies that are "to high" for the
new lover sample rate before "removing" 1/2 samples .

This is apparently an artform and SOX considered good at it. And I have
not delved in the details of it I'm just vaguely aware of what's
involved .

It is probably done equally well by other software too, but as SOX is
filled with all kinds of selectable options and filters it is very
flexible and also suitable to integrate with other software.
Some Tinkers love it because you specify what ever you want if you now
what to do (or think you know ).
