Now that I read your question again, do you only want to run the latest nightly beta Windows builds? To do that you only need to download and install most recent build. You don't need an SVN client and you don't have to run it using ActiveState Perl. This won't necessarily be the absolute very latest, up to the minute version, as any changes checked in since the build was made won't be included until the next day's build.
