The behavior is no different in 7.6 than in earlier versions, so it's not a new bug, nor a regression.
SBS will also find new or changed artwork for any _changed_ audio files. So a workaround is to modify the 'last updated' time of the audio files in an album. You can either do this by using a tag editor to resave the files, or you can use a utility program that updates file properties.
