Transcoding now works well... at least to get the file downloaded in mp3 with the specified bitrate.
However, a new problem surfaced. Downloading a file using the URL syntax results in a local file that has no tag in it (album, artist, etc). Here is a typical download URL /music/10285/download.mp3?bitrate=128&quality=5 Is there a way to get the Flac decode pass the tags in the WAV stream so it is captured by the lame command and passed in the download? Filed a bug here.
