You can set apps to run automatically when a user logs in, but I'm not sure about how to set them to run on boot without a user logging in. Is your Mac set to log in a default user at startup? If so, that user's login items will run automatically when you reboot.
Go to 'System Preferences' -> 'Users & Groups', select a user in the left hand panel, and then select the 'Login Items' tab in the right hand panel.
