Shuffle/random play should already respect the library setting.

Can the views be defined on volatile items such as play count or rating from trackstat. These may change between scans? You mentioned that the views are applied at scan time?
By default yes, they're part of the scan. But nothing prevents a plugin developer from triggering it on other occasions, schedule updates etc. The three demo configurations take a fraction of a second to complete on a library with a few thousand tracks. Depending on the complexity of what you'd like to do a regular update might be absolutely feasible.
