Yes, that's the idea.

1. Why when selecting a library do you have to select it twice in the Web UI 
(i.e. pick the option, revealing the name of the library that has to be chosen 
again?).  Doesn't appear to be the case with Touch.

Do you really have to click it twice? Isn't the first response just a bit confusing, as it's supposed to be a "show briefly" on the device?

Menu items which themselves are based on a library view (like the example you mention), then yes, these should not see the same filters applied as the remaining menu items.

The selection is stored in server.prefs. It's independent of the UI you're using.
