Create library views took 0 seconds?
16 mins for a full rescan seems pretty quick (I remember when this used to take 
close to an hour).  Could be because of your good work with optimising the 
scanner though.
Only a few warnings in scanner log about some songs that could not be looked up 
in MusicIP.

I really can't remember!  So much new stuff that I was messing about with, and 
now can't remember what I configured and what was example modes provided by LMS.

Edit: Looks like I did this through Custom Libraries, which is Erlands 
third-party plugin. It appears these libraries are not refreshed following a 
rescan, and I'm not sure how to force it.
Sorry, I thought Low Bitrate was an example provided with your stuff.
