This happens on Firefox and Chrome on Windows 7 running at 1024x1280. Maybe if the resolution was higher I might be able to see it since the text wouldn't got the whole length of the window and I could see the tool tip, but it appears underneath the mouse pointer so it is obscured by the close|apply border. Under Chrome the border is smaller so if I edge my mouse down I can see the first 2 lines.
