Checked the database, and yes, it did simply add the new comment without
removing the old one.

Note that this was the misspelled word in the old comment that was
removed. When updating, should the fulltext indexing use the data in the
database, or does it view the changed tags?

I just tested this on my 7.8.1 installation that points at the same
library. I ran a new & changed and it rescanned the eight files, but it
failed to update the comments at all. (As seen on the songinfo page and
confirmed by viewing the library database.) This installation uses no
importers, so it uses the internal scanner. Perhaps comments were not
previously updated by a new & changed scan, but nobody ever noticed.
