Do you mean that clicking the down-arrow doesn't open the menu? If so, yes, I see that in IE11. However, it does look like the pulldown menus work correctly in the Settings pages. I remember the same bug from several years ago; it may have been when the current web UI was in development.
It's been a long time since I've tried IE.
