Because then you clutter your album list with multiple instances of an album. Also, you might want an option to still easily play all. Which the API would still have by simply omitting the CD number.
Is this the main use-case: to be able to play a single disc out of a disc set? What else?
TBH: I have no idea how complicated this could/would be. I first need to understand what you'd like to do.
