I'm not running 8.3 here ... but a couple of question / observations
The 127.0.0.1 IP address will only work on the computer that is running LMS so, hopefully, you used a different IP address (probably something like 192.168.1.5) when you tried to access it from other computers. I was going to suggest temporarily disabling any firewall on the LMS machine ... but since it worked from mobile phone apps then it should not be a firewall issue. Any clues in the LMS server.log file?
