Don't think this is a bug. Right after exctracting this beta, on my system it used a codepage named UTF-16 BE automatically. To re-enable PSPad displaying standard notepad files, just go to Settings -> Files and Dirs -> Default cp for files opening and make sure that 'ANSI (Windows)' in the dropdown list is selected.
