Splash screens make things feel slow, per se. ;] And give two different GUIs for the same tasks (open recent at start vs open recent once working, eg). Some call it bad gui and thus some apps are getting rid of them to simplify and get directly into work with unified GUI, Blender went the reverse path (before it was just a reminder of "new version, saving user config recommended"). But yeah, as there is a splash (unless hacked out), it could load things there while it waits the user to pick something or dismiss it.
