We had a bug report recently where the same effect happens if the camera has a negative scale.
This could be detected (is_negative_m4), to draw it correctly, Since we already do this with objects. However negative scaled bones are likely to cause problems elsewhere, IMHO its OK to have slightly odd drawing as a hint that you do something really unsupported (or at least likely not to work as you would want). For example (assuming you wanted a flipped bone) constraints CopyRotation and TrackTo, will remove flipping.
