Can you see if this error happens if you run CMake outside QtCreator?
(There should be no difference other then QtCreator uses code::blocks
project file generator).
Making a directory shouldnt fail, maybe ${CMAKE_COMMAND} needs to be
quoted or ${TEST_OUT_DIR} somehow gets set incorrectly.
