It is included in blender-2.70a-windows32.zip/blender-2.70a-windows64.zip distributed in an official site. I do not understand it about the package of other OS's. Because there is it, some problem does not occur, but does not want to only leave an unnecessary thing. I think that the folder for unnecessary management did not come to be installed when it was managed before in SVN. I was interested in this respect because it did not come to look like it.
