Another option you can try is build blender your self, find the file editmesh_inset.c
Change the line that says: RNA_def_boolean(ot->srna, "use_select_inset", true, "Select Outer", "Select the new inset faces"); and change to: RNA_def_boolean(ot->srna, "use_select_inset", false, "Select Outer", "Select the new inset faces"); And then build it.
