Ok forget about appending actions. Try this experiment: 1. Open a fresh scene 2. Open the animation layout 3. Dopesheet>action editor mode 4. Create more than one action - for example 6 actions. Each of them has some unique keyframes. Dont touch the fake user button. 5. Ctrl+S to save your blender file. Close blender. 6. Reopen it. 5 of your 6 actions should be gone forever now. You cant get them back. :)
