I added xy coordinate access for areas and regions now, which should
allow you do some of this manually.

It would be nice if the API gave full freedom to code tools however
you want, but it was designed to implement tools that follow typical
Blender interaction of "select something => pick tool to apply to
selection" rather than "pick tool => click on something to apply it
on". If a tool works like that then the need to access other spaces
doesn't come up. There's always exceptions possible of course, but
builtin Blender tools work this way.
