I think it's worth it. I've played it about 10 times or so already.
We've won about half the games, and drowned/burned to a crisp/imploded
the other half. It has the time mechanic from Thebes, it lets your get
crazy drunk with your gnomes, and it's tougher than Pandemic but not
as tough as Ghost Stories. It's not 100% cooperative as you can
abandon your fellow gnomes, or bonk them on the head. (A little more
subtle is to direct the disasters in their direction as you have some
minor control over some of the bad events.)

You get a lot for your money. The box is packed with goodies. In fact,
about the only negative I have towards the game is the size of the
components. It makes it much easier to store and transport, but you
can bump some of the bits when playing if you're not careful.

I recommend Red November if you like gnomes and submarines or if you
like cooperative games. If you don't like a little bit of humor (and
vodka -- they are Russian gnomes, after all), or don't like coop, you
should at least play it first. I think you will find it very worthy.
