You don't "place operation points".  You do "place influence points".

If the card says, "you may now use X operation points" or "use this
card for operations" then you are using Operation Points and must
follow all rules for using Operation points.  If the cards says,
"place X influence", then you directly place the Influence points and
do not follow any rules for using Operation points.
