The goal is to get the most points by carrying passengers.

To start out, you'll place two buildings and two route segments. You
have one bus to start.

In turn order, everyone has a chance to place a stone. You must place
at least two stones each round, but you may place more. Stones mark
the action you will take.

Then, working from left to right, the stones are resolved:

Line expansion: person furthest to the right (first to place a stone)
gets route segments equal to the largest number of buses to place (b),
the next stone to the left gets b-1, the next left gets b-2, etc.

Buying a bus: one person can buy a bus a turn. (Buses are good!)

New passengers: new passengers are added to the Y or Z space. The
stone furthest to the left (first to place a stone) adds b new
passengers, the next stone to the right adds b-1, the next right adds
b-2, etc.

New buildings: person furthest to the right (first to place a stone)
adds new buildings equal to the largest number of buses to place (b),
the next stone to the left adds b-1, the next left adds b-2, etc.
Buildings are added to building spaces A first, then B, then C, then
D.

The clock: you can put a stone on the clock to "stop time." If a
player choose to use his stone on the clock, time stops and they lose
a point. If he decides not to use it, or if there's not a stone on the
space, the clock moves to the next time. Time is house-office-pub-
house, etc. This is where the passengers will want to go in VROOOM

VROOOM: starting from the stone on the left, players move passengers.
This is the only way to get points. You can only move a number of
passengers equal to the number of buses YOU have. Everything before
this was based on the largest number of buses own by any player.
Passengers want to move to the building matching the clock, so if it's
Pub, everyone will want to move to a pub. Say there's a passenger at
an office, and there's a pub on the same intersection. Before any
buses can transport passengers, that guy will walk over to the pub
across the intersection. Then he's stuck there and cannot be
transported. If there's not a pub, or if someone is already at the
pub, he's free to ride a bus to a pub somewhere else. You get one
point for each passenger you transport.

The game ends when everyone except one person has 0 stones left at the
end of a round, or if there aren't any buildings left. Also, it ends
immediately if the clock is stopped (I think) 5 times. I've only ever
seen it end the first way.
