The way the card is worded I would say you can choose. If you keep the family member in the reed-hut all game he will not be worth 3 points in the end. But you can opt to bring the rest of the family into play before you move the poor reed-hut dweller into the family proper. In the end you can bring him into the game, and make him worth 3 points, by taking a family action if you have room (or you can use the family growth without room, if you have no free rooms in your hut)
Just remember you have to feed him like normal, even when he stays in the reed hut.
