I would suggest that the best starting point is to take moves that reduces  
how many options your opponent has. Because you may only move rings that  
have an empty space next to them, you don't move your rings so that they  
now have a new piece to mess with. The corollary is that you should try to  
avoid taking moves that reduces how many moves you have (placing your ring  
on top of something you control and can move) Obviously, that isn't  
everything or even hard and fast, but it is a good way to think in the game  
opening.
