To answer that, getting zombies to go elsewhere is part of it (which
can be accomplished in a number of ways, the the simplest being that
zombies will go for larger populations first.

It is pretty skill based. You collect resources depending on the
amount of territory you still control, then you use resources to buy
military and research new technologies. What the technologies do is
completely open (you have a player mat showing all the possibilities).
They are divided into 3 tiers and you must have 3 level 1 techs before
going to level 2, and 2 level 2s before going to level 3.

The biggest luck element in the game is definitely the technology
roll. It's a D12 roll on which you need a 7, though you can spend
extra actions (of which you start out with 6/turn, but lose actions as
you lose territories) to give yourself a +2 bonus/action (also, you
get a +1 bonus for each player that has previously obtained the tech
you are trying to get). If you fail, you still lose the resources. You
do get a +3 bonus for the next time you research that tech, but bad
rolling can really screw you, especially since you don't really make
enough tech rolls in the game for it to even out a little.
