I had the same question. Until I read the "end game" rules, which say that in the final "power" counter-clockwise round, another player (I think the one on your left) puts all the baker cubes in a region. So if you've build up a lot of cubes, you get them on the board in the end so they are worth points. Otherwise, yeah, the Baker would be kind of pointless.
If you look at the end game rules, for some reason they didn't include the Baker with the other characters that are highlighted. Rather, it's slightly above that kind of buried in the text, so it's easy to miss.
